An ING analysis published on 20 October 2026 revisits Europe’s growth-financing challenge: how can a more resilient financial system channel savings more effectively into companies and productive investment?
A negotiating step, with implementation still ahead
On 9 October, the Council of the European Union agreed the key elements of its negotiating position on the market integration and supervision package under the savings and investments union. It aims to reduce cross-border barriers and strengthen EU-level oversight. This does not mean every proposal is already law; adoption steps and negotiations with the European Parliament remain.
Why investors should follow financial integration
Analytically, more consistent rules could reduce the cost of reaching investors and broaden corporate financing options. Asset managers and market-infrastructure operators might benefit from serving a larger market, provided transition and compliance costs do not absorb those gains.
More products do not guarantee higher returns for savers. Asset quality, fees, liquidity and diversification still matter, particularly when moving from bank deposits to investments whose value fluctuates.
What to monitor
Watch final legislation, implementation dates, supervisory coverage and execution costs. Turning reform into actual business financing is the economic test; benefits to financial-company earnings will require measurable results.
