ING expects the European Central Bank to leave interest rates unchanged at its 29 October meeting, arguing that tighter financing conditions associated with French tensions could reduce the immediate need for additional tightening.
Carsten Brzeski, ING’s Global Head of Macro, set out the assessment on 22 October 2026. The meeting follows the ECB’s September decision to raise the deposit rate to 2.50%. A hold remains the bank’s forecast; the Governing Council will make the actual decision.
Can bond markets do some of the tightening?
The report’s central argument is that higher yields increase borrowing costs for governments, businesses and households, potentially slowing activity without a further increase in the official policy rate. ING sees this channel making the ECB more sensitive to French financial risks.
Energy costs and their possible pass-through into other prices keep later tightening on the table. The bank therefore ties the outlook to energy developments, their economic effects and financing conditions.
A stronger signal from French industry
France’s industrial business-climate indicator rose four points to 105 in October, above its long-run average of 100. Improving order books, especially foreign orders, contributed to the increase.
The industrial improvement alone does not determine the wider economic or monetary-policy outlook. Credit costs, sustained demand and companies’ ability to protect margins also matter.
What investors should watch
Attention turns to the 29 October decision and press conference, particularly the ECB’s language on growth, inflation and financial stress across the euro area. Its Transmission Protection Instrument is subject to eligibility criteria and a Governing Council assessment; its existence is not an automatic promise to buy a particular country’s bonds.
MARKET NEWS view: Banks and indebted companies remain sensitive to actual financing costs. A policy hold, if delivered, could ease concern about an immediate increase but would not guarantee lower bond yields or easier credit. Follow our European-market coverage for developments.
